"In the interest of time during this deeply urgent period, I have decided to skip out on formalities and protocols," Emperor Rael declared. "Let us begin the negotiations without further ado."

"Your Majesty, please deploy aid to the Kingdom of Namia!"

"Your Majesty, our country has been overrun with beasts and monsters. Please find it in your heart to spare us a few Martial Masters!"

"Emperor Rael, we seek your desperate help. You are the only one who can save the people of the Commonwealth Duchy of Vinfrana!"

The second the negotiations began, the various leaders immediately leaped out at the opportunity to beg for aid from the Emperor of Harmony. In that moment, he was the only one who could possibly help many of them. Unfortunately for them, he was not in a mood to entertain their requests.

"Enough." He raised a hand. "I have already made a decision."

The air grew electric as each and every one of them grew nervous and anxious. n/ô/vel/b//jn dot c//om

Many of them had been truly overwhelmed dealing with the beast tide and were on the verge of collapse.

They needed help more than anything.

"I am able and willing to deploy aid to the powers of East Panama."

A flash of relief spread through the various leaders who participated in the virtual projected conference.

"However, only to members of the Kandrian Alliance," Emperor Rael clarified with an unyielding tone. "I am unwilling and unable to help all of you, particularly those of you that were a part of the now crumbling East Panamic Treaty Alliance."

A wave of despair passed through many of the leaders seated in the conference hall while the minority of them who were in the Kandrian Alliance rejoiced silently.

In just the span of a day and half since the inception of the Beast Incursion, the enemy alliance had essentially fallen apart.

The Britannian Empire, and Prime Minister Edward, were entirely swarmed by a concentrated beast tide that was eroding away at the nation. Prime Minister Edward had absolutely no time to be focusing on anything else except protecting the Britannian Empire and keeping his nation alive.

The Republic of Gorteau and the Sekigahara Confederate were also entirely self-consumed in their own problems. The Republic of Gorteau was not able to adapt to the conditions of the Beast Incursion that easily while the Sekigahara Confederate suffered from lacking the Masters who had perished early on in the third Great East Panamic War.

All of the three Sage-level powerhouses that fought against the Kandrian Empire were wounded and stuck dealing with a particularly powerful beast tide just like the Kandrian Empire was.

Almost as though the beasts and monsters knew exactly where the powerhouses of the Human Domain were. Regardless, it effectively meant that the three Sage-level powerhouses were entirely ignoring the requests and pleas from their alliance members.

In the face of the Beast Incursion, the three Sage-level powerhouses had essentially taken an every man for himself policy.

This made their weaker allies extremely desperate, causing them to accept the Kandrian Empire's emergency conference for all nations in East Panama with the hopes that the Kandrian Empire would be generous enough to help them all in their predicament.

Unfortunately for them, the Emperor of Harmony mercilessly crushed their hopes, declaring that the Kandrian Empiren was not going to be offering aid to them when they needed it most; instead it would favor its existing allies.

In that moment, a deep sigh of relief escaped every leader of the allies of the Kandrian Empire. Never before had they been so happy to have allied and trusted the Kandrian Empire. The few remaining cracks that had been formed in their trust for the Kandrian Empire were  entirely mended.

Although the Kandrian Empire insisted that it would come to the aid of its allies when needed, actions spoke louder than words.

The Kandrian Empire had essentially put its money where its mouth was. Once the war was over, the Kandrian Empire had absolutely no use for its allies. The only reason it had needed their cooperation before was to ensure that it was strong enough to withstand the might of the enemy alliance. Once the war ended, however, the Kandrian Empire didn't need its allies anymore.

And despite that, it still kept its word and promises to help them when they needed it  even when it had nothing to gain and would actually suffer.

It was more credible and trustworthy than ever before.

"The Kandrian Empire can spare a few more Sages, a few dozen Masters, and a few hundred Seniors in total, according to our estimations of the total number of Martial Sages and Masters our allies will need," Emperor Rael continued with a calm tone. "To the rest of East Panama, we promise to share any and all insights we have made in resisting the beast tide in the most optimal manner possible. Even as we speak now, our top experts, including the Divine Doctor, are examining captured beasts and monsters to study and understand the conditions of the frenzied behavior, and potentially enable us to deal with these monsters better."

They stirred at his words from their malaise. While it was bad that they weren't able to get the Kandrian Empire's aid, gaining access to free intelligence was also really good. It certainly was better than going home empty-handed.

Emperor Rael was entirely unwilling to deploy actual reinforcements to the nations that opposed the Kandrian Empire, but he didn't mind sharing information that could potentially be the difference between salvation and destruction.

It was not as though he had suddenly become a saint, however. The reason for his decision was simple. The more nations fell, the more pressure the Kandrian Empire would face.

If all nations but the Kandrian Empire fell, then the Kandrian Empire would be single-handedly tasked with destroying all beasts and monsters in the entire world. That was not happening, no matter how strong the Kandrian Empire became.

Thus, it was in the interests of the Kandrian Empire to ensure that as much of humanity as possible survived so that human civilization had a much stronger chance of survival.

"Now then, we are all in the middle of an apocalyptic emergency. I shall put an end to this emergency conference so that we can return to leading our nations in these trying times."
